HD outgoing video calling is only available on iPhone 5 and on iPad 4
One more thing: Does the video quality in this update just changed on the front-facing camera or also on the back-facing camera?
The video quality should work on both, front-facing and on back-facing camera.
No this is not enough, as I said HD outgoing video is only available with Skype for iPhone 5 and for iPad 4
I hate to go on about this but it looks like the display or resolution is not why the Ipad 3 can't run HD but because the Ipad 4 has a better front camera.

It looks like it is not resolution or Retrina it is in fact that the Ipad 4 has a better front camera. as below.
