1. No. To call her all that is needed is a free Skype account that is signed into the Skype application that is supported by here device. So you would call her from your Skype account (Skype to Skype). You will only be able to reach her via Skype if she is connected to Wifi or a Phone data plan.
2. Device to Device as long as that device is capable of running Skype.
3. You can do a video call Skype to Skype as long as the devices used support video in Skype over Wifi or a data plan. You can't have a video call to a mobile or landline phone number because standard phone lines only support audio so even if video could be enabled because the phone has a camera there would be no medium to transmit that video.

I've been free Skyping from home on my Dell E310 for years and now have a new Android Tablet. I downloaded and have my original Skype account available on the tablet. Are my video calls from my tablet also free or will they use my "data" allotment from my company's account?
I have tried everything & my camera won't work I have deleted & reloaded 6 times I know my camera is good just settings wont start it I have followed every tip I need personal help 1st it says I have a pc camera (I don't) so I disabled it & added Usb camera still won't work, I have to unplug many times & it worked now won't work at all Plz help [e-mail removed for privacy and security] ty

I find your question confusing. If your tablet is connected to your home network it would consume data from your home network. If you tablet is connected to your work network, then it would consume data from your work network. Video calls are still essentially free as Skype doesn't charge you anything but you still have to pay for your Internet/data plan which is totally separate from Skype itself.

Please, run the DirectX diagnostics tool.
Go to Windows Start and in the Run box type dxdiag.exe and press the OK button. This will start the DirectX diagnostics program. Run this diagnostics and save the results to a file. Please, attach this file to your post.
Be aware that you will have to zip this file before attaching it here.

Same thing happened to me yesterday, my video settings were giving me a name of a video cam which doesn't exist on my pc. I coud see my contact and speak to them and they would hear me, but on my end, my picture was black.
Idiotic solution : I unplugged everything from the USB port and replugged again and surprise my video settings were back on to my microsoft cam like it should be and the strange name of the other one gone. Stupid really.
Another strange thing happening as well is that recently when I start browing the web, my camera blinks even if I am not connected to skype at all, and if I stay inactive on the same page it stops.
Call it being paranoid, but now I unplug my video cam w/sound from the usb port when I am not using it strange that a video cam youv'e never heard of in your video settings appears and same thing in audio settings like some malicious software downloaded itself.
So call me crazy

I also have a problem with Skype video. When I connect with someone I can see them but all they see, and all I see instead of myself, is a green screen. This has just recently started to happen.
I have Windows 8 and am unable to go to Start, run as Start just brings up all my apps.

Quit Skype (no Skype instances should be running, even in the background).

You can edit these values or just delete the whole section. Save the changes and close the text editor.
Try wired with the new computer. If it works wired, you're left with the wireless adapter and wireless router connectivity. If that is the case move closer to your router as well as try updating your wireless drivers.
Updated audio device drivers and everything got fixed. Easy. Generic drivers were faulty.
it's a spam/scam. sending/receiving/viewing video messages doesn't require users to installed any kind of specific/special video viewer. In addition Skype also doesn't send such notifications for new video messages.
ignore it, block the sender, and do not open any link or download any stuff mentioned in that bogus message.

Such may contain unwanted elements that may harm your computer. Just to make sure, don't install it (if you haven't yet), or remove it from your system immediately. Also fully update your antivirus software then run a full antivirus scan.
if you are trying to video skype someone, if they are already on a call - does the video messaging just come up straight away? I had that happen twice, as I rung back...and kept getting thing to leave a video message.
Does this mean my friend was already on a skype call...or busy? As usually it picks up automatically and just opens their video feed? Anyone know? Not sure if Im explaining clearly...but would just like to know if they were already on a call or not.
And if I was stupid/curious enough to download the two different video players (viewcm.com and mailxq.com) what are the risks? I'm angry enough with "normal" harassment, and now a whole new way to make life more complicated? Is there a way to report the two senders to the Federal agency that deals with internet scams?

I've just had a video message and I wondered if anyone else has had this on skype, the message said I had a video message from VIEWLP.COM . I've never heard of them but I don't want to open it just in case its a scam or a virus or something. I've been getting other messages from people I don't even know or want to know for a while and now this. Am I right to be afraid of this or what as this is going even further than the normal abuse. This is getting scary now.

Are there Skype security or spam filters?
I have blocked, then get a new "service" and block that.
If we check suspect spam, can that address be removed from all Skype users so they only get one or two calls per website - that should increase the cost fo spamming us.
