This was really a pain to find as it wasn't too obvious...

  1. Open Skype
  2. Make sure you are on the Skyp "home" screen
  3. Move your mouse to the Top Right hotspot of your screen
  4. Go down to Settings
  5. Click on Options
  6. Voila

I am having the same problem with my new HP Envy with Windows 8. Have you discovered the answer to the problem of the loud scraping or scratchy noises  that the other party is hearing during your call?
