I have Little Snitch on my iMac (OS 10.6.8) set to ask each time an appplication wants to access a port. When simply logged in to Skype (not making a call), Skype generates an endless stream of different requests to use ports even when I give each one permission forever. What is going on? Is this normal?

It's normal.  Skype (IIRC) is a peer-to-peer system, which uses users' computers to shuttle calls hither and thither.

Thanks. Maybe this explains why for no discernible reason my broadband usage started busting the 40GB a month limit I had before switching to BT Infinity.

That would do it...
