It's spam, apparently they're trying to sell some virus protection for Mac, which no one needs as viruses don't exist. They are solo annoying and ring all through the night.

This privacy option only exists in windows version but not in iPad version of Skype.

correct, sorry I missed to read the category.  just some additional info if the privacy settings is applied to a Skype account using a computer, the selected privacy settings will also apply in that Skype account when it is logged in another device such as iOS devices.
