Following is an entry in 09-09-2011 2011 from a Staff Moderator stating the problem has been given their highest priority. OK its about 31/2 months later & still not fixed.

I'm very sorry to hear that so many of you have iPad video problems.
This has been raised with our development team with the highest priority. Unfortunately there is currently no workaround and no solution available. Please follow our blog to be informed about new Skype versions and features.

So what's happening now. I was really excited to purchase my ipad 2 to assist me in the skype conferences going on in my business. I can't get it to work... has anything been done? I'm not getting any video at all?
Too bad Skype has no method to phone for the answer. This forum gets very few, if any, answers from anyone. I emailed Skypeer yesterday but no answer yet. There doesn't appear to be a settings menu on the app. Really crappy.
