Won't dial out

Although I have a $10 credit on account, I can't dial out to any number except the Skype test call (which connects successfully). Please help, I need to make a call.

I also can,t dial out from my iPad to phone on a landline or mobile, I have $16 in credit, I just want to talk to some on a phone from my ipad

I have had this problem too but sucess last night when I reloaded the number onto the iPad before that I had just been hitting the number that was there previously from the old computer
