Please help! I am having the same problem. I have a solution but I do not like it much. I clicked the "+" symbol then selected "save a phone number" then I was able to choose the country I wanted to call, which I was not able to do from the dial pad. After clicking "done", I found the number I had just saved in my contacts and clicked it and it called the number. It works but it takes too long to call a number that I may never use again and it clutters up my phone book. So . . . Is there a way to use the dial pad like in other skype versions where there is a drop down menu that allows you to choose the country you want to call and then just enter the number and call with out having to save the number?
