Double click the home button and close the app (currently running in background) then restart the app - this solved it for me anyway
I have an iPad 2 and this has just started happening to me. I have to delete the app and reinstall each and everytime I open Skype...it will not accept my password and gives this DB IO error.
I have found no way to directly communicate with Skype unless they want to sell me something!!
Who knows of a permanent fix?
