Making regular 3G video calls to non IOS/Android phones from Iphone using skype credits

Hi ,

I am trying to make a video call using skype credits from my Iphone to  Samsung S3770K(where we cannot install skype) but this phone has features to receive and make video calls through 3G video calling services.

  I have read in a blog that if we have skype credits we will be able to make calls from skype to other land lines and mobile phones. My question is can we make video calls too to other mobiles using only 3g  services and with out installing skype on the other end.

No.  Skype video calls must be from one Skype account to another Skype account.
