Iphone 4gs no video call option

I loaded the skype app. I registered. I can call and text but I do not see an option for a video call to another person?

The video option is there but when I click on the video call, from my iPhone, the other person can see me while I cannot see that person.  It kept showing her skype photo and saying initalizing video...  so I got no where.  I could hear her but not see her.  Can anyone help me?  Thanks
