This would depend on your mobile carrier. You may be able to set your US number to forward to another number (i.e., a Skype Online Number in the US) and then answer that with Skype in India or wherever you happen to be. You need to contact your mobile carrier to find out if that is something you can do, and how much you're charged for forwarded calls (these may not be covered in "unlimited talk" plans offered by US mobile carriers).
