Unable to connect by Video

I am able to call Australia.  However, the video on the other end is working but my end does not in the US.  When I click on the video icon it will not bring up the video on my end.  We are able to talk but the person in Australia can not see me.

If you go to Tools -> Option -> Video settings, can you see your own image there?
