skype says i am not logged in but i can chat with people

When i try to add new contacts a window pops up with a yellow triangle saying i have a connection problem, i can talk with contacts already on there and call echo. I need some help.

The first thing to do is to check if your Internet Explorer is not set to "Work offline" mode.

What do you see when you open this link in your Internet Explorer (must be IE 32-bit version, even if you are using another browser)?
