This might be a good solution too. Norton was causing a lot of problems for Skype users. Microsoft Essentials Security (free) is much better.

Just had the same issue with Skype not connecting to the internet (despite good connection) after downloading the latest Norton360. Norton is blocking skype (for some uncomprehensible reason). I solved the problem as follows:
Go to Norton 360 "Settings"
Select "Program Rules" tab
Look for Skype in the list of programs and change Skype from "Block" to "Allow".
