Where is that information found in the regular skype (non-)help pages?
I’n not a complete internet dummy, but I have to say that this is the most non-intuitive, difficult, and damned annoying user forum I have ever seen! No exageration. The absolute worst.

normally only ONE current public version is offered at a time (in .exe form for normal consumers and in .msi form for business users)
the link to the the 'full' installer is not displayed at Skype.com as far as I know, but there are times when it is offered (like here) when appropriate

and x.x.x.xx = skype version, e.g., 18.104.22.168
The procedure is mentioned is particularly useful when a user want to download the full or offline installer of a certain Skype version, especially the older ones. In the Skype.com website, the links there would only or usually point to the latest version of Skype.
other possible links for the manual download or for the full installers are;

3. http:// download .skype.com/SkypeSetup.exe
