What Windows version are you on? It may be necessary to re-install your IE. Without working IE Skype will not function properly.

This is totally irrelevant for the cases discussed here.

This is for a Windows XP (Service Pack 3, 32-bit).

This should help:

1. On the bottom right, you might see a computer with two lines.
2. Click on it.
3. Click on "View Wireless Networks".
4. Click on the wireless network you want to use.

If it is not there, you might be using an Ethernet cable for the Internet.

Your problem is probably IE9. If you uninstall IE9, Windows should automatically revert to IE8, if this was your previous version. You can uninstall IE9 from Windows Control Panel -> Programs and Features – Installed Updates. Let’s see if Skype works with the previous version of Internet Explorer. Subsequently you may try to re-install IE9.
