The only other solution I can suggest now is to download and install the VB6.0 runtime files.

What antivirus program are you using? Maybe it is acting to prevent vbscript files.

OK. I don’t know what more you can do in order to uninstall the toolbar. If vbscript works, then theoretically you should be able to uninstall the toolbar. However, if you are now getting the famous “blue login screen”, then this means that you also have problems with jscript (JavaScript). The way to correct this issue is practically the same as in the case of vbscript registration. Here is the complete procedure:
Open again Command Prompt “as administrator” and make sure that you are in the C:\Windows\SysWoW64>
Type this and then press Enter:
regsvr32 jscript.dll
Next type this and press Enter:
regsvr32 jscript9.dll
After each Enter you should receive a message saying that DllRegisterServer in XXX.dll succeeded.
Reboot your computer.
Make now the test showing if your Internet Explorer can execute JavaScript.
Open in your Internet Explorer (no other browser but only IE 32-bit version) this page:

Click on the “Simply Click This Button” button and watch the response.

What version of Windows are you on (XP, Vista, Windows 7)? Is it 32-bit or 64-bit?

What is the version of Internet Explorer installed on your computer?
In Internet Explorer go to Help -> About Internet Explorer.
P.S. Please, don’t say that you are not using Internet Explorer. This is irrelevant. Skype depends on Internet Explorer.
