No. This is not correct. It should have been:

"C:\Program Files\Skype\Phone\Skype.exe" /legacylogin

okay I changed the target to that, the buttons blink back and forth, but I still cant sign in.

What exactly happens when you press the Sign in button? Do you receive any error message or you only see the spinning circle? Look in Windows Event Viewer: right click on the Computer or My Computer icon and select Manage. Select Applications and look for any error message with timestamp corresponding to the time of the login attempt. What Antivirus and Firewall is installed on your computer?

the only events listed for skype are installation and configuration completed successfully.  When I press the buttons the buttons sort of blink, but I don't get a spinning circle or error message.  the buttons blink but nothing happens.

I’m not sure if this will help but you can try with the latest update of Microsoft .NET Framework package.

However, you may also get the necessary updates by using Windows Update.

Have you checked Internet Explorer settings? What is the installed version? Can you login to your Skype account using Internet Explorer?

I tried the adding the /legacylogin and it worked once however I am unable to login again. I'm using Windows 7 and tried deleting the shortcut and redoing the steps however the blue circle just keeps spinning and spinning. Any other suggestions are greatly appreciated.
