calling German landlines getting busy message

I have used Skype for years to call German landline phones. Since this weekend I am getting busy signals from these German phonenumbers, however when calling with my regular phone I can call just fine.

Is there a problem with conntecing to German landlines?

I am getting the same--as well as getting no ring at all--just silence, then a few clicks and then the strange Skype "failure" signal that sounds like "ohoh" in an echo chamber.

The mobile links work, but cost a fortune!!!

I suspect that AT&T has taught DT too much! I hate telecom companies!!! Help Skype. Do something clever.
