How do I change or remove the comical frame/border that I added to my webcam photo?  I added raindrops to my photo and have searched for a few days but cannot figure out how to remove them.  Thanks!

An effect like that is not a feature in Skype, but rather part of software provided with your webcam or another 3rd party program.

You can try in Skype clicking on Tools > Options > Video settings > Webcam settings > Advanced to see if you find any effects there.   If not, you'll have to look through your Start programs menu for anything related to video, your webcam, etc.
