Hello,
I'm having trouble making these two work. Last time I had it installed, it worked fine and I could select the software as a mic in Skype options. I've formatted my PC and now it does not appear in my mic options. Please help!
I found this post: http://community.skype.com/t5/Windows/Skype-and-vo
But I can't seem to run a txt file with a .bat extention like it was an executable. How do you do that anyway?
Please help!

You don’t need this .bat file at all. If the only problem with the VCS Diamond Voice Changer is the missing Skype4COM.dll, then this problem will be fixed if you install any Skype version later than 5.5. Since Skype version 5.6, the Skype4COM.dll is again installed with Skype.
