Your problem is with Internet Explorer and Windows Scripting Engine. See this:

I have tried all of these things.  Reset Internet Explorer, tried to download the Beta version, etc.  Still no luck....very frusterating.

Try "the temporary solution" with the new shortcut and  /legacylogin switch.

What exactly happens when you start Skype using the new shortcut with the /legacylogin switch?

Skype has always worked fine for me and in fact it worked two days ago when my friend called me from Isreal. Then yesterday, whenever he called me , I can hear it ring but there is no option to answer it .

Are you sure that you have not changed your status to "Do not Disturb"? The connection status icon (left of your name) will in this case be solid red with a white dash inside.
