Thanks again ruwim.
I am using Skype 5.5.0.117
IE9 - cache is clear, all internet history, cookies, files deleted
When I open that page i see the same loading circle but it sticks there in the same way it does on the skype app.

The problem is with your Internet Explorer and it must be fixed. Try this:
http://windows.microsoft.com/en-us/windows7/Reset-
In order to test the Jscripting ability try to open in your Internet Explorer (no other browser but only IE) this page:
http://www.mistered.us/test/alert.shtml
Also, what kind of internet security software are you using? Some antivirus or anti-malware applications may prevent access to particular internet sites.
