Skype not connecting

My internet is working fine.  Skype, however, will not connect to the internet.  The small icon just says (connecting) next to it.  I use windows vista.  I'm currently overseas and need skype to communicate.  I really need some help.  Anyone?

I live in Australia and my skype is not connecting but its loading and I need 2 talk 2 my family.

Make sure you are running the latest Skype for Windows from www.skype.com/go/download

HOW DO I CONTACT SKYPE TO DISPUTE THE $18.00 CHARGE FOR A SKYPE PHONE NUMBER.  I JUST SPENT 4 HOURS FINDING TEXTING WITH AND THEN TEXTING WITH TECH SUPPORT TO HELP ME ACTIVATE THE PHONE NUMBER ON MY IPAD.  TWO OUT OF 10 CALLS WENT THROUGH.   THIS SERVICE DOES NOT WORK AS ADVERTISED AND I WANT MY MONEY BACK.

I SRONGLY RECOMMEND AGAINST A SKYPE PHONE NUMBER.  AS MUCH AS I WANT ONE.

IT JUST DOESN'T WORK AND THE COMPANY IS NOT CUSTOMER FRIENDLY.

SOMEONE PLEASE GIVE ME A CONTACT NUMBER (OR EVEN AN EMAIL ADDRESS) I CAN USE TO ASK FOR MY MONEY BACK.

hotel in Nanning China we have American and Chinese computers with Tom on one and regular skype on the other we have reprogrammed repeatedly spent 3 hours with tech fixing my firewalls and still cannot connect on either computer.  I cannot be without phone service to the US for 4 months!!
