Skype keeps trying to reinstall - never actually opens

Skype keeps trying to reinstall - never actually opens when clicking any shortcut after original - usingwin7 - have uninstalled several times and installed from admin account.  Any suggestions?

Open this folder on your computer:

C:\Program Files\Skype\Phone\

Do you see there a file with the name Skype.exe? May only just say "Skype" but with a Skype icon next to this file.
