You may try to configure Norton’s Firewall but the problem might also be with security settings on your office LAN.

On the other hand, if you were able to connect with the previous version of Skype, then you can also try to uninstall the latest 5.10 version and install the previous 5.9 version using this installer:

You may temporary disable norton and then try running Skype.
In the system tray look for a norton sign
right-click it >> choose "Disable Auto-Protect."

I tried reconfiguring Norton firewall - no help, tried deleting current update and replacing with prior version - no help, downloaded most current version again and now can't even sign on - get message "skype can't connect". Very frustrated! Need to be able to talk to my offices in China and Milan and cannot! There have not been any changes to the configuration of the office's LAN. Certainly have no problems with internet access.
Frustrated

Do you have any other security programs installed on your computer? i.e. malwarebytes
try to reset your browser settings.
Here is a Mr. FixIT:
How to reset Internet Explorer settings
Run This.
Check your Proxy Settings; Also try restarting your router.
Under IE, Tools, Internet Options, Connections, LAN Settings, Use a proxy server... if it had been ticked, then... Remove that check and try then.

do you have direct control of the router you use at the office to access the internet or is that administrered by someone else?
