If the version you installed isn't already this one, try installing version 5.7.0.137 beta. You can download the installer from this link: www.skype.com/go/getskype-beta
If you still have the same problem with the beta version, check to make sure you can browse websites with Internet Explorer, even if IE isn't your default browser. IE cannot be in work offline mode.
Also, in IE go to Tools > Internet Options > General > Browsing history and click Delete. that will clear IE's cache.
Will Skype connect now?

You're welcome! But can you please tell us which step(s) solved the problem for you which may help others reading this thread in the future?
Did the beta version do the trick? Or tinkering with IE? ![]()

I am not sure. While the Beta was downloading i went to IE and had to make sure it was working offline, which it was not.

You need to make sure that your Internet Explorer is not set to "Work offline" mode. Open this page in your Internet Explorer (must be IE, even if you are using another browser)
https://apps.skype.com/friendfinder/
What do you see now?
Edit: Now I can see that you have actually set your IE in "Work offline" mode:
"I am not sure. While the Beta was downloading i went to IE and had to make sure it was working offline, which it was not."
