Other person can't see my video but I can see both mine and hers

Okay Skype users,
when I make or answer a video call
I can see my video and other person's video from my screen
but the other person can't see my video from her screen
saying that what she should be seeing of me shows this 'connecting' sign
and yet, video doesn't come out, only my voice can be heard
I've checked video settings on skype and all are enabled for video calling.
and YES, Tools > Options > Video settings, I see my own video there.
I use Windows 7, webcam is built into the laptop, and skype version is 5.3.0.120.
Can anyone tell me what the problem is?

First thing I'd suggest is you update your version of Skype. The current version is 5.9.0.114. You can copy and paste this link into your browser to dowload the full installer:
skype.com/go/getskype-full
Get the person who's having trouble seeing your video to click on Help > About Skype to see what version number they're running. If it's not 5.9.0.114, they should update as well.

Same problem here, I can see and hear my son, he can hear but not see me. I clicked on updates, said I'm up to date. My version is 6..59.106. Win8, don't have clue who made the webcam, it's in HP120-1333w desktop. I've checked the setting and just hope I've selected the right things. When I test the video it does show my handsome face.
Any suggestions.
New at this win8, it's a real challenge for us old guys, in my 70's, don't have any of my grandkids or great grand kids around to show me how, but I'll keep plugging along and eventually I'm sure I'll figure things out?????

I have the same problem with Skype 6.3.0.107 running on Windows XP, both 32- and 64-bit editions. (Also using AVG Internet Security 2013 for anit-virus and firewall. I've added "skype.com" to my AVG white list.)
