New Version Skype download does not work!

I downloaded a new version of skype and it is not workin at all. I am not able to sign in or see any icon to click to sign in n there is only Skype, tools n help button to see. What should I do. Whats going wrong in there.??

Please, answer first these questions:
What version of Windows are you on? Is it 32-bit or 64-bit?

Go to Windows Start and in the Search box type winver.exe and then press Enter.
What is the version of Internet Explorer installed on your computer?
In Internet Explorer go to Help -> About Internet Explorer.
P.S. Please, don’t say that you are not using Internet Explorer. This is irrelevant. Skype depends on Internet Explorer.

Windows Vista version 6, it doesn't say if it's 32 bit or 64 bit.
Explorer 9. (Which, incidentally, does the same thing to me, shows me frames of windows with no page drawn in, that's why I had to download Firefox)

In any case to need first to repair your Internet Explorer. Skype will not work without working IE.

I tried repairing the IE by resetting the original IE settings (got a slight change in one of the websites), uninstalling updates (there were none), turning on compatibility view (not present in certain websites), and running "fix it for me" which turned off tracking protection, I think is what it did. Some websites still won't show in IE, however I believe it is considered a working IE because I can fully load and view certain pages.
Any news on why the new skype software isn't showing any icons or fields to login?

The problem is with your Internet Explrorer not being able to execute JavaScript. Try this in order to correct this:
Go to Windows Start -> All Programs -> Accessories -> Right click on Command Prompt, select 'Run as administrator'.
The Command Prompt window should show:
C:\Windows\System32>
If this is not the case, then in the Command Prompt type: cd c:\windows\system32 and press Enter.
Type this and then press Enter:
regsvr32 jscript.dll
Next type this and press Enter:
regsvr32 jscript9.dll
After each Enter you should receive a message saying that DllRegisterServer in XXX.dll succeeded.
Reboot your computer.
Make now the test showing if your Internet Explorer can execute JavaScript.
Open in your Internet Explorer (no other browser but only IE) this page:
http://www.mistered.us/test/alert.shtml
Click on the “Simply Click This Button” button and watch the response.
