You can install ManyCam
Choose ManyCam as the audio source
In Skype, Click Tools >> Options... >> Audio settings >> Select ManyCam Virtual Microphone.
Choose ManyCam as the video source
In Skype, Click Tools >> Options... >> Video settings >> Select ManyCam Virtual Webcam.

It's a SHAME! VX 3000 works fine for a YEARS on my old mom PC! It's just stopped working after new "improved" version of Skype...
What kind of "improvement" you did, Microsoft? Are you pushing people to buy a new cam?
This is a known issue with the latest (6.2/6.3) Skype versions and some older Windows systems.
Try to uninstall the currently installed version and install the older 220.127.116.11 version using this msi-installer:
After installing this version, make sure to disable the Automatic updates:
Tools -> Options -> Advanced -> Automatic updates ->Turn off automatic updates
