I was looking for this How much bandwidth does Skype need? But unable to use it on skype

I have win 7

version skype 5.8.156

While I went here, https://support.skype.com/en-us/faq/FA10415/Can-I-see-how-much-bandwidth-a-video-call-is-using I just can't find Display technical info or Call > Call Technical Info I clicked call, I don't see it.

I was calling a friend from uk while i'm at usa, I could hear her fine. She could hear me somewhat... The video would stop working, I would barly see her as she isn't really able to see me. While using msn, everything is fine like video and voice.

Call > Call Technical Info only appears when you're actually on a call.

That sounds about right for an audio only call.   Video call will use much more bandwidth.  This link is to Skype's own published requirements:
