I can't add new contacts

I have windows 7

running skype 5.8.0.158

Here is the problem

when I click on +contact it gives me a new windows and says  check your connection - You don't seem to have active internet connection....

I have added a pic to these message

And why can't skype keep me log in. When I post my message skype logs me out!

You need to check if your Internet Explorer is not set to “Work offline” mode.

What do you see if you open this link in your Internet Explorer (must be IE, even if you are using another browser)?
