I updated my IE9 and followed all of these instruction without any error codes. But now Sypes and IE show empty pages. Thankfully I use google chrome, or then I wouldn't be able to see any webpages. Now what do I need to try?

I have Windows7, and IE8 doens't have an option for that.
Yes, it has. If you follow the link to the Microsoft article, then Windows will revert to IE8. However, you can also try to "repair" your IE9 installation.
Your problem is fairly common and is caused by a JavaScript malfunction in Internet Explorer, even if you don't use IE as your normal browser. Fellow user ruwim came up with these steps you can try to correct the issue:
Go to Windows Start -> All Programs -> Accessories -> Right click on Command Prompt, select 'Run as administrator'.
The Command Prompt window should show:
C:\Windows\System32>
If this is not the case, then in the Command Prompt type: cd c:\windows\system32 and press Enter.
Type this and then press Enter:
regsvr32 jscript.dll
Next, if you have Internet Explorer 9 (skip this step if you're still on IE 8) type this and press Enter:
regsvr32 jscript9.dll
After each Enter you should receive a message saying that DllRegisterServer in XXX.dll succeeded.
Reboot your computer.
Make now the test showing if your Internet Explorer can execute JavaScript.
