Cannot Skype video calls from my iPad to contacts pc Skype

I hava a Skype account. I downloaded the Skype app for iPad 2 and signed in. I can see my contact is online with their Skype PC account. I tap video call and Skype rings the contact, but my contact says they cannot see me on their PC Skype account. Thayer live in Soain and we Skype just fine PC to PC but cannot Skype iPad 2 to PC. So my contact cannot pick up my Skpe video call.

Yesterday I had Skype enabled on my PC Windows 7/Chrome. I was shown as online in the taskbar but my photo was not displayed and against my name in the contacts list only the phone icon was shown. When I checked on the taskbar by online tab was blanked out.   

At the same time I was charging my iPad2 when the Skype notification sounded. I connected with a video call to Spain. During this time my PC Skype application was inactive.
