When I attempt to add a new contact, either through the menu bar "Contacts/Add Contact" or the "Add" Contact" button on the Contacts pane I can complete as many details as I know (e.g. phone number and name) but the "Add" button does not become active. I have tried using additional dummy data to complete all fields but I cannot get the button to become active under any circumstances.

I'd suggest updating to Service Pack 3. Skype doesn't play nicely with Service Pack 2 or older.

This is also how it should work. The Add button will only be activated if there is an existing Skype user to add.
The only certain method is when you know the exact Skype Name of a contact. Using Full Name may result in several possibilities and you would first have to select the one which seems to be correct.

eventhough my skype is up and running normal

The first thing to check is if your Internet Explorer is not set to “Work offline” mode.
What do you see if you open this link in your Internet Explorer (must be IE, even if you are using another browser)?
