Probably the best thing to do right now is to uninstall IE9. Windows should automatically revert to IE8, if this was your previous version. You can uninstall IE9 from Windows Control Panel -> Programs and Features – Installed Updates. Also see this:
Let’s see if Skype works with the previous version of Internet Explorer. Subsequently you may try to re-install IE9.
