Did you receive any error code / messages when you are trying to SIGNIN to Skype? Were you able to use Skype without any issues earlier? Do you have any security software installed on the computer? What happens when you try to connect to the internet? Did a Free-trial antivirus come preinstalled on the computer when you bought it? Has another Norton application or a McAfee application ever been installed on the computer? Do you have any other p2p (BiTtorrent, Team Viewer) software installed on the computer?
