Problem description When running a Microsoft Fix it solution you may encounter an error code 2738. This error occurs because the Windows Script Engine is not properly registered.
To fix this problem automatically, click the Fix this problem link. Then, click Run in the File Download dialog box, and following the steps in the wizard.
Restart computer then try installing again.

I was just wondering if you had successfully installed Skype yet? I had the same issue but have yet to resolve it. At first I could not un-install the full Skype software, but eventually got that done. However, When I tried re installing it gave me the same error code about the tool bar not being able to be installed.
Try the link below. This uninstaller software did the trick for me. First, it'll say that the program can't be uninstalled and then it'll show a bunch of registry entries to delete. Deleting these entries actually uninstalled skype toolbar. Also, the software is free.
What version of Windows are you on (XP, Vista, Windows 7)? Is it 32-bit or 64-bit?
What is the version of Internet Explorer installed on your computer?
In Internet Explorer go to Help -> About Internet Explorer.
P.S. Please, don’t say that you are not using Internet Explorer. This is irrelevant. Skype depends on Internet Explorer.
