Voicemail: Can it work when I am offline?

I need a clarification of how Skype Voicemail works - the information on Skype's web site is very unclear.

I have set up Voicemail on my skype settings, which appears to be a free service. However, it seems to only work when I am online, just "unavailable". It doesn't work when I'm offline.

Skype's web site is peppered with ambiguous claims; sometimes it says voicemail will pick up my calls when I'm "unavailable" (does that mean I'm online, just not answering?), but sometimes it says that I can "pick up my messages when I sign in".... well? Which is true?

I suspect I need to have a Skype Online Number for voicemail to work when I am offline. If so, can this be confirmed?

I am a Canadian user, so unfortunately I can't buy a Canadian-based online number.

Can I get some clarification on how voicemail operates, please?
