I already have a skype account. I have a new work computer. I just want to install the skype desktop icon.
When I try to download the skype and when i put my e-mail on the account, it tell me that I alread had a skype account and cannot use it. I don't need to set up another e-mail. I just want to put the desktop skype icon so when i ready to use skype I could just click on the icon for short cut.

Download then run the full installer via this link:
When the install is complete you'll be able to signin with your existing Skype name and password.
when i try to download is says insufficient permissions wt does it mean and how can i download it
I cannot get a skype icon on my desktop. If I am able to get a mini-icon at the bottom right of the screen, itdoes not reappear when I have opened windows sfter switching off --- that is,itis not a permenant feature.
Why is Skype so full of difficulties and so badly designed? A descop icon is a basic necessity. At preasent, I can only bring up my account straight from my desktop.

It's not clear to me what problem you're actually seeing. However, if you want to create a new desktop shorcut to launch Skype follow these steps:
1) With Windows Explorer navigate to C:\Program Files\Skype\Phone
or C:\Program Files (x86)\Skype\Phone if you have a 64 bit version of Windows.
2) Right click on the Skype or Skype.exe file there.
3) Click on Send to > Desktop (create shortcut).
