Whenever i try to video chat on skype i cannot see any video involved.
However the other part can see me.
I also see the same thing when i check video setings for the webcam.
Webcam is a biult in HP truevision Hd.
Please, run the DirectX diagnostics tool.
Go to Windows Start and in the Run box type dxdiag.exe and press the OK button. This will start the DirectX diagnostics program. Run this diagnostics and save the results to a file. Please, attach this file to your post.

What exactly is your Skype program version? In Skype go to Help -> About Skype.
It looks like that you have Cyberlink YouCam application installed (CyberLink Webcam Splitter). Try to disable or uninstall this device.
Try to reset all Skype settings.
Quit Skype or use Windows Task Manager to kill any Skype.exe process. Go to Windows Start and in the Search/Run box type %appdata% and then press Enter or click the OK button. The Windows File Explorer will pop up. There locate a folder named “Skype”. Rename this folder to something different, e.g. Skype_old.
If you are on the latest Skype 6.5/6.6/6.7/6.9/6.10/6.11 version, then do also this:
Go to Windows Start and in the Search/Run box type %temp%\skype and then press Enter or click the OK button. Delete the DbTemp folder.
N.B. If needed, you will still be able to re-establish your call and chat history. All data is still saved in the Skype_old folder.
Try to uninstall the currently installed version and install the older 220.127.116.11 version using this msi-installer:
After installing this version, make sure to disable the Automatic updates:
Tools -> Options -> Advanced -> Automatic updates ->Turn off automatic updates
