Skype 18.104.22.168 signs in with the interrupted sound of signing in and 'not signed' offline icon. After 'signing in' the interface is not available by clicking to the 'not signed' icon - the icon is dead and the programme may be stopped only via the Task Manager. Meanwhile, users may see my skype signed in and may call me but I do not receive calls as if I am offline.
System: Win 7, 64-bit
Try with resetting Skype settings.
Quit Skype or use Windows Task Manager to kill any Skype.exe process. Go to Windows Start and in the Search/Run box type %appdata%, press Enter or click the OK button. The Windows File Explorer will pop up. There locate a folder named “Skype”. Rename this folder to something different, e.g. Skype_old. Restart Skype.
N.B. If needed, you will still be able to re-establish your call and chat history. All data is still saved in the Skype_old folder.
Open Windows Event Viewer -> Custom Views -> Administrative Events. Look for any recent error messages with timestamp corresponding to Skype crash. You may copy and paste here the text from the General tab.

In several similar cases this kind of error message was indicative either of a virus or even conflict with an Antivirus application.
However, you should also make sure that Skype is not set to run in Compatibility mode. Right click on the desktop shortcut (Skype icon), select Properties and then the Compatibility tab. No options should be selected there.
The previous verion 5.8 was working well without compatibility mode and with ESET NOD32 Antivirus and still works on my laptop while 5.9 stopped working on a desktop.
Perhaps 5.9 version may have a bug that makes it conflicting with some application. However I tried to install 5.8 after and it also stopped working with the same error.
And therefore I should either go back to 5.8 or tackle the problem with 5.9. In both of the cases the conflict must be eliminated.
I would try to disable ESET, just to see if this will change anything. You can also try with starting Windows in safe mode with networking. This could help to identify conflicting devices or applications, in the case Skype will work in safe mode.
Nothing changed after disabling ESET but skype worked in Win Safe Mode with networking! How could I detect conflicting applications?

The only way I know is to try to identify the applications and processes that are running on your computer in “normal” mode, but are not running when in safe mode.
You can start with the System Configuration control panel. Open msconfig.exe. Go to Startup tab and note all applications that start when windows starts.
Do the same in safe mode and open also Windows Task Manager -> Processes tab. Make sure that the option “Show processes from all users” is selected. Look there for all the applications that where starting on startup in the normal mode. If some of them are now missing, then there is a good chance that this may be the faulting application.
In any case make sure that you don’t have any 3rd party applications running with Skype.
Open Tools -> Options -> Advanced. At the bottom of the screen you will see a menu option “Manage other programs’ access to Skype”. Open this menu and see if there are applications listed there.
