Not sure how to navigate with Windows 8 (new laptop)

I recently purchased an HP laptop with Windows 8.  iWith my older laptops, I had issues with sound.  With my new laptops, this skype has a totally different look and feel. I can't tell what the hell I'm supposed to do to video call someone.  Also, there's only a sound test (not a video and sound test). I only added $10 to my Skype credit.  Perhaps it costs more?? Please help.

It might be easier for you if you install the "normal" desktop version. You can install the currently latest Skype 6.3.0.105 using this msi-installer:
