What anti-virus application or security suite is installed?
What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

The only anti virus that I know is working was in stalled after the problem started but I will still tell what it is: AVG.
Anti spyware other than defender none
and the only fire wall I know of is the windows fire wall
Try to open the page below with Internet Explorer 32 bit and post the result
Add / Allow skype program to AVG exception list
In AVG >> click "Resident Shield" >> "Manage exceptions" >> "Add Path" >> Locate Skype folder inside program files
Try to start your Windows in "Safe mode with networking".
restart your computer.
repeatedly tap F8 as you boot.
select option "Safe mode with networking".
- Run Skype.
Check Proxy settings
In Internet Explorer, Go to, Tools >> Internet Options... >> Connections>> Lan settings , Use a proxy server... if it had been ticked, then... Remove that check. Make sure automatically detect settings is enabled. (Marked)
