Could you please post the number you are trying to reach, omitting the last 4 digits (replace them with X's)?
For Japan, you would normally dial +81 followed by the area code and number in Skype, with 9 digits following the +81. Certain non-geographic numbers in Japan would have 10 digits following the +81.
Another question... do you have Skype Credit in your Skype account? Or a Skype subscription covering calls to Japanese phones? Skype does not have an unlimited plan covering calls to Japanese mobile phones, but has one for landlines. Skype has other monthly subscriptions with minutes of calls to landlines or both landlines and mobiles. Look at the Subscriptions link near the bottom of this page for the subscription options covering calls to Japanese phones.
