How about rolling back to your old intel gfx driver if you confirmed that this is gfx driver issue by looking at your event viewer?
Since the error comes from the below, this issue cannot be fixed by gfx driver that I mentioned unfortunately.

I will recommend posting the error from event viewer that we saw in the forum, this could help us to categorize the errors we see from skype app launch after upgrade.
I am having the same problem. I upgraded from windows 8 to 8.1, everything works but Skype and a VPN client which I reinstalled and now works.
I uninstalled Skype and reinstalled it and it still does not get past the blue screen with the chasing dots.
Um.... Really this is a Microsoft product.....
