Should I use the option: add Imagining device? how can I find out which device I should select?

What type webcam do you have?
What version of Skype is installed? Click on Help > About Skype for the specific version number.

I understand you're new to Skype and the forum, but please don't post in the inappropriate manner. Adding contacts has nothing to do with the subject in this thread.
Find the correct forum for your type mobile, or Windows, or Mac, and create a new thead/subject there with as many details as possible.

What type PC do you have? Make and model if it's a laptop.
Are you running Windows XP?
If there are no devices in Scanners and Cameras, there probably won't be in Skype either, but just to be sure, click on Tools > Options > Video settings. Is there anything showing in the Select webcam box?

I have small laptop - msi. Does it contain built in webcam?
Windows XP.
When clicking on Tools->Options->Video settings, there is a title: "Set up your webcam" and a note: "Skype couldn't find webcam...".

Try holding down the FN Key on your laptop (Next to the CTRL or Windows Key) and press F6 and see if Skype can detect your webcam. That is normally the combo to get the small MSI laptop webcams to work.
