Cannot find window to add contacts.

I am trying to set up a skype account, and altho I have it set up and am logged on I cannot find a page to add contacts!

I am NOT a criminal, so I do Not have to Face Booking.... DO NOT and WILL not have facebook account.

I am NOT a bird and I do not TWEETER, nor will I open a twitter account.

I do need to contact people in Central America who I know in person, but only know by given name, and have no other info.

Are you signing in to the actual Skype program or your account via a browser?  See the difference here:

You need to have downloaded, installed, run, and signed in to the Skype program itself to add contacts and call them.

Be aware, though, that if by "given name" you mean their real name, there's no requirement for a user to make that public.   You can try searching in the Add a contact window under "Full Name,"  but if the person you're looking for hasn't provided that and made it public, you won't find them.

The surest way to add a contact is to know that their Skype name is and use that to send the contact request.

No, what I said is that I cannot find a window to add friends.

I set the account up.

Logged in.

but cannot find a place to add friends.

When I go to help, it shows how to add friends, but NOT how to get the window, nor does it have a link to the window.

What I do have is "Skype Name", and or phone numbers, but no place to add them.

If you're running the actual Skype program, on the Skype menu bar click on Contacts > Add a Contact.  That will bring up the Add a Contact window:

Ok, than it is that page that i cannot find. What do I need to enter in the address bar to bring that up?

I enter skype.com, it brings up a log in page, I log in, but can find nothing to go any farther, and "help" is of "NO HELP"

It sounds like you are in your account in a browser rather than the actual Skype program.  If Skype is running the menu bar with Contact on it is plainly visible.   Click on the link I gave you in my first reply to see what Skype should look like.

Download the Skype installer here and then run it:  http://download.skype.com/SkypeSetup.exe

Once the install is down you'll be able to signin to your account with your Skype name and password.  Then the menu bar should be pretty obvious.
