currently Skype is not expanding the list of languages that shipps with Skype for Windows. But you can upload your .LANG-file here in the translations board and make it available to other users who like to use Skype in the Uighur language.

I have  translated Skype 5.5.0.124 version into Serbian (Latin and Cyrillic) Language,  I can't find upload button? 

How can I translate "Add contact" screen and "Call quality guide"?

It seems I misconfigured the upload permissions for this board. This should be fixed now and you should be able to upload your translations again. Sorry for the inconvenience.

The "Add contact" and "Call Quality Guide" screens as well as "Skype Home" are actually external web components that you can't translate using the .LANG file. Unfortunately currently there's no way we can offer you these ressources for translation and reupload them to be used. I've forwarded this to our translation team for future consideration.
